The Victorian Government has introduced new energy efficiency standards for rental properties, aligned with the Gas Substitution Roadmap and the state’s commitment to net zero emissions by 2045. These reforms aim to improve the comfort, health, and energy affordability for renters—while also ensuring landlords meet clear minimum compliance requirements.

What’s Changing?
Between October 2024 and October 2025, new minimum efficiency standards will be phased in for:
Ceiling insulation
Draught-proofing
Showerheads
Hot water systems
Heating and cooling systems
Blind cord anchors (for safety compliance)
These reforms are designed to:

Mandatory Heating & Cooling Requirements
If you're renting out a property, these are the key points you must follow to comply with new rules:
A fixed electric heater (minimum 2-star rating), or central heating with a 3.5 HSPF or better
A fixed electric cooling appliance (minimum 2-star rating), or a central cooling system with a 3.5 CSPF or better
⚠️ Gas appliances are no longer accepted under the new standards.
It’s time to consider efficient electric split systems, multi-split systems, or ducted heat pumps, all of which may qualify for VEU rebates.
When Do You Need to Comply?
Landlords must upgrade by:
The start of a new lease
The failure or end-of-life of an existing heating or cooling system
Or by the staged deadline set by the government, depending on property type
